General Story Outline: Project Manticore was originally created for one purpose and one purpose only: to be the secret super army of the United States of America in the event of a crippling attack on the US. Formed as a means to create and train small numbers of superior-bred super soldiers to protect and serve if all else were to fail, the project was highly classified and known only to the highest levels of government.

The government had been made aware of the Familiars and their millenia old breeding cult and spies kept them abreast of prophecies and developments within the ranks as the years passed. Parallel to the new Manticore project, the US government set up a large number of bases around the world with the capablitlies, manpower and funds to act as ‘stand-in’ government should the country fall to their enemies. This would ensure that the United States would always be a super power. These bases were kept even quieter than the Manticore project, a miracle in and of itself.

Unfortunately, Familiars slowly infiltrated the government without detection and eventually made their way into the heart of the Manticore program, but only after a serious breach – the escape in ’09. Until that poin the program was not open to outside influence and was on par with the black ops of black ops as far as anyone was concerned. They answered to no one and were allowed everything. When the ’09 escape occurred, the president gave the order to terminate so that none of the soldiers could escape. Exposure would be catastrophic. When Lydecker was unable to contain the breach, Manticore was thrown into chaos and the President had no choice but to form a committee to oversee the project. This opened the door to the Famliars who then wormed their way inside.

Once they had infiltrated the committee, Manticore was corrupted. The project became less about training and more about power. The soldiers were pushed beyond their limits and tortured when they didn’t perform as desired, regardless of whether the actions were even possible. Sandeman had long since abandoned his post to try and save his research and keep his own agenda secret.

The Pulse hit a few months later and overnight, the United States went from being a world-leading super power to asking for hand-out from other countries. With the electronic wipe-out and tremendous hit to their financial centers, the country was unable to contact and reinstate their outlying bases abroad. Contact was cut-off for an extended period and in that time, the Famliars and the Manticore Committee made their plays and advanced their agendas. The bases abroad could do nothing but wait and try to monitor the situation from afar – with a handful of spies and soldiers slipping inside the net to relay messages and materials.
